Institutionalist Perspectives on Gender and Peacemaking in Colombia

On October 31, 2000, the United Nations unanimously passed UN Security Council Resolution 1325, the first of eight resolutions on the UN’s Women, Peace and Security agenda tackling pervasive gender inequalities in peace and security programming. Including gender perspectives and expertise is fundamental for informing sustainable peace and security policy, yet its incorporation remains exceptionally slow. In this paper, I explore ways in which feminist institutionalism may help us understand why this may be. Employing Colombia’s 2012-2016 peace negotiations as a case study, I argue that the ways institutions produce and/or constrain actors, ideas, interests, and change, is a fruitful framework for understanding both peace making and gender mainstreaming efforts.
